Data Owners and Stewards

What is accountability in data governance?

One of the most common causes of governance failure is unclear accountability. Organisations often know they need Data Owners and Data Stewards but struggle to determine who should take responsibility for specific data assets.

A Data Owner is a senior business stakeholder who is accountable for the quality, definition, usage, and governance of data within a specific business domain. Data Owners make decisions about how data should be managed, establish policies and standards, approve access requirements, and ensure that data supports business objectives and regulatory obligations. They act as the ultimate authority for resolving data-related issues and are responsible for ensuring that data is treated as a valuable business asset.

A Data Steward is responsible for the day-to-day management and oversight of data on behalf of the Data Owner. Data Stewards work closely with business and technical teams to implement governance policies, maintain data definitions, monitor data quality, resolve data issues, and promote consistent use of data across the organisation. They are often subject matter experts with a detailed understanding of the data, its business meaning, and how it is used within operational processes.

While the Data Owner provides strategic direction and accountability, the Data Steward is responsible for operational execution and ongoing management. Together, these roles form the foundation of effective data governance by ensuring clear accountability, improved data quality, regulatory compliance, and greater trust in enterprise data.

How can Openvue help?

Our AI-powered platform helps solve this problem by analysing organisational structures, business processes, operating models, decision-making responsibilities, and business functions. Using this information, the platform automatically recommends appropriate ownership and stewardship assignments for critical data domains and data elements.

Rather than requiring numerous stakeholder workshops and governance committees to define accountability, the AI produces a set of evidence-based recommendations that can be reviewed and approved by leadership. This approach reduces stakeholder effort while increasing consistency and transparency.

The Openvue platform also highlights ownership gaps, conflicting responsibilities, and areas where accountability may need strengthening to support governance and AI initiatives. As a one-off governance kick-start project, organisations can quickly establish a proposed accountability model that forms the basis for governance operating models, stewardship programmes, and compliance initiatives. What often takes months of negotiation and discussion can be accelerated into a structured and actionable set of recommendations generated within days.
